Exporters registration system as a method of providing customs control in the Customs Union of the European Union

This article is devoted to the analysis of the work of customs services in the sphere of application of a unified system for registration of exporters and registration of customs declarations and forms on the origin of goods. An overview of the new system for registering exporters is an important component in the work with establishing the origin of goods transported on the borders of the European Union and beyond. Author has reviewed legal application of this system in developing countries and the granting of customs preferences to introduce a modernized system for processing declarations on the origin of goods. Alongside this it is show the countries that are preparing to use the system of registration of exporters in the next three years. The article also describes the functions of the system for registering exporters to combat the supply of counterfeit products to the customs border that violates copyright and patent law. In this paper, an attempt was made to consider the theoretical basis of one of the ways to ensure customs control - namely, the registered exporter system in action, and also to analyze the regulatory framework and customs control in the territory of the EU customs union, in order to expand the field of knowledge in this matter and to present the activity and effectiveness of such a process with the implementation of the norms of European customs law. Author examines the activities of authorized economic operators: the ways of obtaining this status, the functions, normative acts, on the principles of which, the work of operators is built.
