Strategic planning system of territorial development of the Arctic: comparative analysis of Russia and the USA

The paper presents a comparative analysis of the strategic planning mechanisms aimed at the development of the Arctic region in Russia and the United States. The authors consider weak points of the strategic planning system of territorial development of the Arctic developed by Russia, and provide guidelines on formation of the complex system of the regional strategic management.
