The article is devoted to the Soviet system of government from the Civil War to the end of the NEP, a policy of "war communism, the grain procurement crisis and how it has affected farmers. Beginning of the uprising of the peasants, they were dissatisfied with the government. In this regard, it was necessary to urgently change the internal policy of the threat of losing power. The article also examines the process of unification of the territories of the former Russian Empire in 1918-1921, which went in two directions. Stalin took over the function to determine the course of the further development of society and the state.
