Healthcare System in Urban Settlements of the Republics of Sayano-Altai

The article shows the development of the healthcare system in the republics of Khakassia, Tuva, and Altai during the post-Soviet period, focusing on the accessibility of healthcare institutions for urban residents. The author demonstrates how the quantitative and qualitative parameters of the regional healthcare system have changed since the collapse of the USSR, the role played by shifting priorities in the territorial placement of healthcare facilities, and describes the content and outcomes of the structural and organizational restructuring of healthcare. Accessibility to healthcare institutions is one of the most important indicators of the population’s quality of life. Urban lifestyles imply free access for residents to healthcare resources. The article emphasizes the priority of developing physical accessibility to outpatient and high-tech medical care, as well as specialized rehabilitation facilities, as key tasks in the development of urban areas in the region.
