Housing services and utilities system of Saransk and the main directions of formation of resource-saving activities in the sector

The paper is devoted to problems of the housing services and utilities sector in the Republic of Mordovia, to analysis of its state, to the causes of losses, and to assessment of the resource-saving activities. The authors note that the key issue in organization of resource-saving activities is the issue of funding; in this connection, a scheme of financial flows to ensure resource-saving activities is proposed.
