The article presents a systematization of factors influencing the development of import-substituting production under conditions of technological isolation. It analyzes external factors (geopolitical conditions, sanctions restrictions, availability of international technologies, changes in global raw material markets), internal factors (institutional, economic, technological), and resource factors (human resources potential, material and technical base). The interrelationship between different groups of factors and their differentiated impact on industry processes of import substitution is established.
