Systematization of conceptual approaches to demographic policy

The article provides a general analysis of the main concepts of demographic policy. It demonstrates that the main differentiation of concepts can be carried out by a set of measures applied within the framework of concepts. There are two main types of demographic policy - one based primarily on directive measures and the other - on institutional and motivational ones. The directive type of demographic policy is generally focused on achieving certain quantitative characteristics of fertility and immigration, the complex (and at the same time indirect) nature of institutional and motivational measures determines their focus on the dynamics of the population as a whole (stabilisation, growth or optimisation of the number). All local goals of demographic policy should, ideally, correspond to the general goal of achieving and maintaining a balance between the economic and demographic interests of society. A system of demographic policy concepts is proposed.
