Systematization of modern problems of effective land management

The article considers the main problems of land management, taking into account the retrospective analysis of their occurrence and the features of effective land management at the level of the national economy and regions, including the problems of development of territorial and spatial land use planning, rational land use and land protection, organization, planning and forecasting of sustainable land use, implementation of national programs for the use and protection of land. Modern conditions are pushing for the concretization of a nationwide program for the use and protection of land. It is necessary to scientifically substantiate a clear position on the formation of land relations and land use, as well as the development of reasonable predictive indicators of the consequences of the implementation of land reform. The study is based on the legislative support of land management, on the ways of implementing land reform and its results. Several groups of the main problems of land management have been identified. A classification scheme of land management problems is proposed, including land management problems and land reform problems. The main functions of land management in the transformation of land relations are defined. The result of the study and the classification of land development problems will be further reflected in the deepening of research on specific problems of land management and in the application of a systematic approach to their solution.
