System-factor approach to the region in assessing the level of its socio-economic development

The main purpose of the article is to generalize scientific approaches to the elementary composition of the socio-economic system of the region and formulate the author's approach, to offer a simple, understandable and effective tool for factorial assessment of the level of socio-economic development of domestic regions. The article summarizes research approaches to the structuring of the regional socio-economic system; the author's approach to the allocation of eight subsystems of the region (natural resource, social, production and economic, infrastructure, innovation, environmental, financial, management) is proposed; it is proposed to evaluate the contribution of each of the subsystems of the region identified by the author to the level of its socio-economic development in a graphical way using a vector diagram; the algorithm, possibilities and limitations of using a graphical method for factor-by-factor assessment of the level of socio-economic development of the region are disclosed; the introduction of a general additive indicator of the level of development of the region is argued, which allows in the future, with the accumulation of data, to solve the problem empirically search for the optimal regional structure.
