System analysis of the goals and objectives of the digital transformation of higher education institution

The article presents a formal model linking strategic goals, projects (initiatives), and architectural solutions for the digital transformation of a higher education institution. The relevance of the research is determined by the need for a systematic approach to the digital transformation of higher education in the context of government programs to achieve “digital maturity” by 2030. The work is based on the analysis of regulatory documents (the Strategy of the Center for science and education, national standards) and project materials of Russian universities. The proposed model is based on methods of system analysis and set-theoretic description, formally linking the goals of transformation with a set of projects (initiatives) and architectural solutions. The key directions of digital transformation (digital university, Data Lake, technology marketplace, etc.) are described and the distribution of strategic goals by architectural levels (business processes, data, infrastructure, competencies) is shown. The applicability of the model for practical transformation planning and the limitations of the study are discussed. In conclusion, the ability of the model to provide a holistic vision of the university’s digital transformation process, track progress from goals to specific projects and technologies, and focus activities on achieving measurable indicators of digital development is summarized.
