System approach to the protection of population and territories from emergencies as a public administration field

Professor V.I. Mayorov’s research works devoted to the analysis of traffic as a set of social relations are of great importance while developing the methodology of studying the protection system of population and territories from emergencies on the basis of a system approach. The article presents a general strategy for constructing a theoretical model of administrative and legal regulation of population and territories from emergencies based on the methodological principles of Professor V.I. Mayorov.
