Establishing the circumstances of the crime is one of the main tasks of the preliminary investigation. At the same time, the suspect and the accused have knowledge of their own involvement (and in some cases, noninvolvement). The investigator or interrogator does not have enough data about this at the initial stage of the preliminary investigation, as a rule. This shows the inequality of participants in criminal proceedings in the procedural position.One way of equalizing the positions is to provide the investigator or interrogator the possibility of keeping secret data on the process of the preliminary investigation at the initial stage (first of all, information about the awareness of the investigator or interrogator about the committed crime). Therefore, the theory and practice of preliminary investigation is of interest to the investigative secrecy. It is one of the conditions of the preliminary investigation.
