Death from old age: a result of the demographic policy or a tool of imitational performance of authorities?

The article examines the impact of simulation technologies in activities of bodies of state and municipal management in the sphere of implementation of demographic policy. The author shows causes of promoting by the authorities the thesis about the dependence of increasing mortality on population ageing. The hypothesis about the relationship of mortality with failure of leadership in healthcare industry is also considered. The analysis of official data from federal and regional statistical offices shows the change in the structure of mortality of population of the Belgorod region in 2015. The article reveals reasons for the growth in the mortality rate from the class of causes. One of the main reasons is lack of literacy skills of health professionals in the field of coding causes of death.
