The article proposes the author’s system for determining social security by elements (indicators of the population of the municipality, indicators of the social sphere in the form of living conditions in the area and the construction of social facilities in the field of education and health, indicators of environmental protection of the municipality, indicators of the provision of services in the field of health, education, as well as the number of residents pensioners in the district who are registered with the social protection authorities of the population, indicators of the municipal goods market). The stages of the study allow us to calculate private and integral indicators of social security of the territory using the principles of quality. The social sector of municipalities directly depends on the economy of the territory as a whole. When determining the social security of rural areas, a group of indicators of the social sphere should be given greater importance. Having analyzed the cumulative experience of municipal management, we propose to create a system of indicators of social development and calculate aggregate and private indicators of social security of the territory using the principles of quality. Based on the particular coefficients of social security, it is possible to select particularly significant problems in each group and formulate directions for strengthening social security. With a detailed study of measures for each problematic area of the social sphere, it can lead to significant changes in the economy of the municipal district until its financial stability increases. Information for assessing the social security of the municipality is used only from official sources, so it is aggregated, a selection of indicators allows us to study the social component of rural areas. Cons - there is no consideration of more detailed aspects of the social sphere of the subject. The set of indicators takes into account the specifics of the municipal goods market.
