In the present second part of the work substantive provisions of the concept of social evolution of R. Aron who transferred the problem of individualism and collectivism into a political plane considering both one-party and multi-party systems, their essential lines, versions, distinctions are analyzed. He marks fear and violence as the basis of one-party systems, their revolutionary character, transition to totalitarianism. At the same time respect for the law is the basic property of multi-party systems. The critical analysis of this concept is given.
