Social responsibility through the prism of the idea of a welfare state

Introduction: the article reflects the main conceptual provisions of social responsibility as a legal category through the prism of the idea of a welfare state. The paper analyzes the definition of sociality through the convergence of the coupling of the idea of a social state with the objective reality of legal regulation and the importance of state institutions in the lives of ordinary citizens. In the sphere of implementation of the principle of social responsibility of the state, the article reveals the main activities of state bodies in the field of social security and qualitative criteria for assessing the state mechanism in the aspect of creating conditions for harmonious and comprehensive personal development. Materials and Methods: the normative basis of the study is the Constitution of the Russian Federation, as well as international acts and normative material of foreign states regulating the sphere of social security. The methodological foundation of the research is the general dialectical method of scientific cognition, as well as methods of deduction, comparative legal method, analysis, synthesis and other tools through which it is possible to learn legal regulation in the field of social responsibility as an indispensable duty of state institutions, the beneficiary of which are ordinary citizens of the state. The result of the study: they provide an opportunity to revise the state policy of redistribution of resources, having carried out a drift from the paternalistic paradigm to the social partnership sphere. The article attempts to identify the characteristic properties of social responsibility as an ambivalent legal phenomenon. Findings and conclusions: the main components of the theoretical and practical concept of the category «social responsibility» are identified.
