Social policy as a basis of intellectual potential

Using the concept of potential in social knowledge in methodology turned promising. Annual reports of the UNDP (United Nations Development Programme United Nations) about human development based on the comparison of different indicators describing «human potential» of individual countries, allow to make conclusions about the level of their development, their social and economic problems and their place in the overall scale of development. However, we can expand and elaborate the concept of potential in the social sector. Problem situation related with the release country out of crisis, shows that among the factors of the intellectual potential of the country is not the last place. So there is a need to access it and the need to analyze its condition and worthy ways of its implementation. The article analyzes the problem of determining intellectual potential assessment of its level, social performance measurement science.
