Social solidarity assumes a high level of activity of the members of the society in the presentation of individual and collective social identity, as well as normative and valuable consensus on basic issues for society. This article discusses the barriers of social solidarity at various levels of Russian society. At the societal level, the formation of social solidarity prevents a high level of social economic polarization, degradation and commercialization of social sphere, the absence of value consensus on the key parameters of the development of the country. The main barrier of formation of social solidarity in the Russian society is aborted local communitarian communities. Exactly in those ones, people acquire primary skills of self-organizing and mutual aids. In the organization of collective actions in the community, vertical structures (government, state and municipal institutions) continue playing a significant role. Thus, in the territorial communities the self-organization processes - micro practices of solidarity - are actively developing. They are based on the desire to improve citizens' living environment and to help people who turned out in difficult life situations, and to a lesser extent - on defending their rights.
