The beginning of the Great Patriotic War required the mobilization of all economic resources of the country for defense. Social and economic problems faced by residents of Primorsky Krai explained the increase in criminality in the region. The unfavorable situation was typical for both urban and rural areas. The authors analyze such aspects as the price increase, shortage of essential commodities, lack of skilled personnel, recruitment of women and youth to work at the factory, hard working conditions, decline in living standards and their impact on the criminalization of the population. The study emphasizes the problem of child neglect leading to the criminalization of the youth environment. The research is based on the unpublished documents from the Archive of the Department of Internal Affairs of Primorsky Krai.
