Socio-economic factors of migratory processes in Magadan region

The continued outflow of population from the Magadan Region against the backdrop of high income levels in the region has actualized the need to identify the reasons for the current trend and to find incentive mechanisms for securing the population in the region. The paper presents a comparative assessment of migration flows and key indicators of the standard of living of the population in the Magadan Region, regions of the Far Eastern Federal District and the Russian Federation, indicating a number of features typical for the northern regions of the Russian Far East: migration loss on the background of high per capita incomes and housing , an insignificant level of unemployment. A detailed assessment of living standards in the Magadan Region in 2000-2013. and their comparative analysis with similar data in 1990 explains the reasons for the massive outflow of the population, consisting in low purchasing power of incomes and low real provision of well-equipped housing with high cost. As a result, it was established that the existing income level of the population, even taking into account the northern surcharges and coefficients in the Magadan region, does not compensate for unfavorable living conditions. To ensure the attractiveness of the northern region for living, the purchasing power of the money income of the population should be higher than the average in the regions of Russia at least 2 times, so that without damage to current consumption, the population should have the means to conduct a regular regular holiday, and to solve housing problems problems.
