Citizens’ socio-economic rights: content features

The paper analyzes the issues of the essence, content of guarantees of the socio-economic rights of citizens through the prism of legislative classification. It is worth recognizing that the list of guarantees of the socio-economic rights of citizens is productively carried out by means of their correlation with the socio-economic rights of a person, in general. The authors acknowledge that the analysis of the multiplicity of aspects of understanding socio-economic rights allows us to see their quality and procedural features of implementation, while the relationship between the concepts of “socio-economic human rights” and “socio-economic rights of citizens” establishes their characteristic specificity and dynamics of development. The essence and content of socio-economic rights acquired and exercised by citizens, as well as the peculiarities of the implementation of guarantees of these rights are emphasized. The research relies mainly on social relations regulated by the norms of Articles 7–9, 34–44 of the Constitution of the Russian Federation. The authors of the study point out that socio-economic rights are a doctrinal and le-gal phenomenon based on the norms of the Constitution of the Russian Federation of a general nature – Articles (7–9) and, of a special nature – Articles 34–44, while at the moment there is a plurality of approaches to the understanding of socio-economic rights, however, the most "viable" of them is scientific and legal, since only considering socio-economic rights in this aspect, it is possible to perceive their meaning and features of their implementation in legal life. The analysis emphasizes the need to distinguish be-tween the categories of "socio-economic rights of citizens" and "socio-economic rights of people" in the context of modern trends in constitutional, legal, organizational and in-formational development. It is worth recognizing the importance and productivity of the formation of a modern concept of human rights, taking into account the emergence of new economic and financial actuals.
