The article examines the peculiarities of interaction of Governors and local authorities in the area of health. Due to the fact that in 1860-1870-s. Zemskov institutions were established and reorganized local government, to which was entrusted the leadership of health, the Governor and his administration in its work to implement a three-pronged function in relation to health: developing and communicating guidance, coordination and monitoring. The main function of the Governor and his administration was, of course, control. The Governor personally and its subordinate police clearly monitor the situation in the health system, identify gaps and bottlenecks in health care and strictly asked for the existing disadvantages. In 1886, adopted a new Charter, which Doctors caring for «the national health» were attributed to the public health committees created in the provinces and counties. They coordinated and controlled all social work of zemstva and urban doom for the provinces and counties health systems and State and county chiefs led by nobility. Through them the Governors to coordinate all health activities in their provinces, because their members were provincial and County policmejstery Captain spravnyky. Public health committees in the counties to develop plans to improve the sanitary situation in the subordinated territories, coordinated them with sanitary commissions in urban thoughts, claimed them in provincial urban and land affairs representatives, then under the control of Governors practically carried out.
