A socially oriented business represented by individual entrepreneurs and non-profit organizations is a full-fledged participant in the system of state and municipal procurement, while the participation procedure itself is simplified, and the rules of the «game» have become more clear. Changes in the legislation were approved and entered into force, obliging state companies to conclude direct agreements with small and medium-sized enterprises. In turn, representatives of small and medium-sized businesses to participate in the procedures have an obligation to declare their belonging to this type of business entity. For organizations in which people with disabilities are employed, the law also provides for certain preferences: according to article 29, they can count on an advantage of up to 15 % of their proposed contract value, that is, get 15 % more than the «winning» price. However, an advantage can be provided for the entire order at once, and not for any one of its positions that is present in the list. According to the results of competitive procedures, the amount of contracts concluded with small businesses and socially oriented non-profit organizations in 2019 in the analyzed subject of the federation amounted to about 8.5 billion rubles.
