Socio-psychological climate as a factor in the formation of effective personnel policy in the public service

In this paper, the personnel policy in the civil service is considered. The author studies external and internal factors that influence the formation of effective policy, and in particular the socio-psychological climate in the authorities. After that, the authors developed a number of measures to improve the climate in the public service and improve the performance of not only personnel, but also the national apparatus as a whole.
