Regulation and formation of social partnership mechanisms at the level of federal and regional authorities promotes the realization of economic and scientific interests of all participants in social and economic interaction in the education and labor markets. Social interaction for the development of consolidating actions can be realized through the participation of enterprises and authorities in the management structure of the university and the scientific community, and the development of forms of their social partnership through the implementation of the principles of public administration and public-private partnership. The article presents an attempt to find characteristic differences between multi-sector cooperation with universities in different types of societies. Following ethical principle of multi-sector interaction, such as mutual responsibility for partnership activity, is so important as institutional conditions of partnership formation.
