Social insurance of Siberia: territorial arrangement and financial analysis

The paper deals with the territorial arrangement of the social insurance services by a case study of the Social Insurance Fund of the Siberian Federal District. The research considers the domestic spatial management structure of the branch network of social insurance services and its functioning. The study presents the quantitative departmental statistics on the territorial scope of regional branches. The research notes that the branch network of the Fund is distributed throughout Siberia. However, it is located mainly in large cities and regional centers. The focus is placed on the territorial principle of the social insurance budget management in the regions of Siberia. The author identifies that the structure of the Fund’s budget management operates at three territorial levels: federal, regional, and local ones. Each level addresses the specific financial objectives to provide social insurance for the population. Financial indicators of compulsory social insurance are analyzed. For example, the ratio of the budget revenue to its expenditure in all Siberian branches leads to the deficiencies that indicate the increased social insurance risks in Siberian regions.
