The article deals with the peculiarities of the institute of power and property in post-Soviet Russia. The powerproperty system is a real distribution of wealth, in which powerful bureaucrats interact with private business. The author discusses the problem of illegitimacy of private property distribution and citizens，ideas on this issue.
