Social foundations of change of frameworks of legal responsibility

The article is devoted to the research of the nature of legal responsibility, in particular, its social aspect in the issue of the foundations of change of frameworks. The author of the article is focused his special attention on the principle of inevitability, required determination of legal responsibility for socio-dangerous acts, required keeping of instructions of legal norms and required reaction of relevant authorities by state for offence against the laws in the form of judgment and the application of fair, humane, individualized measures of legal responsibility in absence of legal foundations of relief from it. As a part of the research the author is emphasized that the realities of the contemporary reality are shown frequent violation of the principle of inevitability, and in accordance, the development of malfunctions of legal responsibility. The issue is raised about determination of social foundations of borders of latitude and borders of limitations and, in accordance, the frameworks of legal responsibility in a general sense and legal responsibility in restricted sense of citizens and organizations. The structure of institutions of frameworks of legal responsibility is analyzed in detail and assessment of legislative initiatives in this issue is given.
