Social challenges of the modern pension reform in the Russian Arctic

Research on the development of conceptual provisions regulating the standard of living of pensioners is significant at present. This relevance is due to the increase in the retirement age of the population, the low level of material well-being. The issues of timeliness of the modern pension reform are related to the need to assess the relationship between raising the retirement age and the socio-economic development of the Russian Arctic due to its strategic importance for the national economy. The multifaceted nature of this assessment from the economic point of view is related to the need to accelerate the development of the resource base of the Russian Arctic and increase labor productivity; from the managerial point of view – with the impact of institutional changes in the social sphere on demographic processes, the level and quality of life of the population. The analysis of social challenges of the modern pension reform in Russia Arctic of the example on Murmansk region is the purpose of the present study. Statistical analysis of social phenomena and processes in the Murmansk Oblast was used as the methodological basis of the study. As a result of the study, trends in the sphere of demographic development were identified and the situation in the labor market, in sphere of the living standards and pension provision in the Murmansk Oblast was analyzed. The conclusion of the study was the following thesis: “under the new pension reform, the social challenge is the low standard of living of population, whose entry into the retirement age in the future will cause a significant expansion of the social localization of poverty”.
