Social portrait of the personality of the offender who commits crimes using information and telecommunication technologies and its importance for operational and investigative characteristics

Relevance and objectives of the study . In the conditions of total digitalization of all spheres of the organization of social processes, crimes committed using information and telecommunication technologies (hereinafter - ITT) pose a special threat to the security of the individual, society and the state . The rapid development of ITT determines the appearance of quantitative and qualitative changes in the structure of cybercrime, new types and methods of committing crimes . In order to ensure an appropriate level of detection and disclosure of these types of crimes, it is important for the operational units of the internal affairs bodies (hereinafter referred to as the ATS) to have operationally relevant information about the persons involved in them . Special attention is paid to this issue on an ongoing basis at all levels of the organization of operational investigative activities . We believe that this work on the desired area will arouse the interest of the scientific community and practical law enforcement officers .Materials and methods. The materials of the study were the norms of the criminal legislation of the Russian Federation (hereinafter referred to as the Russian Federation) regulating the types of crimes under consideration; scientific publications of researchers on the desired topic; statistical data of the Main Information and Analytical Center of the Ministry of Internal Affairs of Russia on the number and structure of identified persons who committed crimes using ITT in 2022 . When preparing the article, the general dialectical method of scientific cognition, normative-logical, observation, comparison, analysis, generalization, description and other scientific methods were used .Research results . In the article, the author presents and analyzes statistical data in the desired area, the study of which can contribute to the resolution of various scientific, applied and practical problems in the theory and practice of operational investigative activities .Conclusions and conclusions. The author, taking into account statistical indicators, the proposed classification of persons identified for committing crimes in the desired sphere of public relations, suggests ways to use the information contained in the operational-investigative characteristics of persons identified for committing crimes using ITT in order to solve operational-investigative tasks of combating crime .
