Forming of the innovative economy depends, firstly, on the availability of creative and initiative people. The purpose of the article consists in identifying the share of creative people in the region and in revealing the social portrait of these people. Moreover, the article deals with the analysis of the principal theoretical and methodological approaches to the category "creative potential". It shows the general downtrend of creative potential in society and the key factors determining that process.
