In July 2019, Russia adopted amendments to the federal law «On the development of small and medium-sized enterprises in the Russian Federation», better known as the «Law on Social Entrepreneurship». He consolidates the concept of social entrepreneurship, distinguishes this activity in a separate area of small and medium-sized enterprises, and gives social entrepreneurs some benefits. The socially responsible business developing in Russia is now singled out in a separate area of activity that can count on a special approach from the state in the person of tax authorities and licensing organizations. The proposed preferences for social entrepreneurs will allow them to realize their goals, overcoming a smaller number of various obstacles, and in some cases, using the direct support of the state. In early 2020, the whole world was in the grip of a global epidemic of a new virus that claimed thousands of lives. In a difficult time for everyone, it is important to provide relevant measures to support social entrepreneurs: from irrevocable subsidies, preferential rents or free use, reduction of tax deductions and contributions to state funds, attracting investors, as well as information and educational support.
