Social changes in modern society are of unpredictable, nonlinear and irreversible nature. The unstable society creates new risks. Forecast of social consequences of transformations and adaptation of individuals or groups to transformation processes become important problems for the government. For decision of these problems it is offered to use the social approach to the analysis of arising risks. As a special version of risk the concept «social risk» is introduced. The article gives the generalized analysis of various approaches to definition of «social risk». It is noted that the major factor of occurrence and accumulation of social risk is modernization and transformation processes in modern society. The social risk is considered as an integrated part of social-cultural institutional changes. The social risk acts as a indicator of discrepancy between individual or group social actions and social environment changes. The general attributes of social risk as a special version of risk are defined. The detailed definition of concept «social risk» is given.
