Sociocultural activities of Ural district councils in the field of out-of-school education at the turn of the XX century

By case study of the Ural region the article discusses the activities of local authorities in the field of out-ofschool education. The author considers cultural and educational activities of zemstvo (district councils) institutions focused on the organization of excursions, public theaters and cinemas. The author analyses the financing of these elements of out-of-school education by local government of the Ural provinces. Development of out-of-school education is considered as a phenomenon of Russian culture in the context of sociocultural modernization of Russian society at the turn of the XX century.
