The socio-cultural environment as a factor in the formation of the territory's intellectual potential

The article deals with the problem of conservation and development of intellectual potential of the population in socio-cultural aspect, as well as socio-cultural conditions of the region in which it is formed. The necessity of fi nding new forms of interaction between educational and cultural institutions to include population in the processes of self-education and build their own intellectual potential is proved.
