The analysis of the results of the empirical research and statistical data demonstrates the dependence of the development of human capital, in particular, the capital of the physical health of the population, on socio-cultural regulators. Public services measures are proposed to transform basic social regulators as a tool for the development of new behavioral models in the context of innovative growth in the knowledge economy, which requires improving the quality of human capital.
