In the social policy of the Russian state, more and more attention is paid to supporting the weak, economically disadvantaged, and vulnerable groups of the population. An important place in this work is taken by social support measures for military personnel, law enforcement officers and special services involved in hostilities and / or injured while performing military service duties (official duties). According to state statistics, at the end of 2005, out of 14.8 million Russian citizens eligible for state social assistance, war invalids make up 959,670 people, fighting veterans -916,065 people. Over the past 10 years, there has been an increase in the number of people with disabilities due to the fighting and war trauma. Their number is 120 thousand people, of which 28 358 people. are disabled in hostilities1. To help them in the country, a system of comprehensive rehabilitation of people in extreme situations is being created. Its main infrastructural element is the specialized medical institutions (hospitals, sanatoriums and resorts) of the Ministry of Defense of Russia, in which the institutionalized process of rehabilitation of servicemen in need of appropriate assistance is being deployed.
