Social and political analysis of innovative capacity of the management process in the local and regional context

The article is dedicated to social and political analysis of innovative capacity of administrative sphere in modern Russia in the context of local and regional management (case study of Southern Federal District). The author considers criterion analysis of administration as pertaining to political and public management, and methods of improving political and economic interaction efficiency by forming organizational and managemental system as a key condition for recovery from crisis.
