The relationship and essence of the concepts "road traffic" and "safety of road traffic" in the works of professor V. I. Mayorova

The article is dedicated to the issues of ensuring road safety. The paper discusses some of the problematic issues of road safety in the Russian Federation. Emphasizing the relevance of the study, the author refers to the report of the World Health Organization, which notes that mortality due to road traffic accidents continues to increase and to date, injuries due to traffic accidents are the main cause of death of children and young people. In his study, the author relies on the theoretical provisions of the works of Professor V. I. Mayorova, who is engaged in a fundamental study of road safety. He gives the reasons for traffic accidents, including: drivers who were intoxicated, dangerous driving, traffic accidents caused by pedestrians. Particular attention is paid to a new concept in this area - “dangerous driving”. The author believes that dangerous driving, as an institution of law in the field of traffic, requires refinement and clarification by the legislator. In concluding his work, the author substantiates the position that toughening sanctions for offenses in the field of traffic, increasing the requirements for training drivers to obtain the right to drive vehicles, have today proved to be ineffective measures. This is evidenced by the statistical data presented in the text of the scientific center for road safety research for 12 months of 2018. According to the author, the fight against offenses in the field of traffic should be carried out using slightly different methods. He believes that, first of all, it is necessary to work on improving the driving culture and the formation of road safety skills among road users.
