Estate Youth Policy in the History of the Formation of the State Mechanism of Social Management

The article deals with the problem of the formation of such a direction of public administration as the state youth policy. The authors conclude that a full-scale state youth policy is preceded by a stage of estate youth policy and propose the methodological apparatus for determining the state youth policy, its chronological framework and the main stages of formation.
