The state of human capital (health capital) as a factor of innovative development of the territory

The article discusses the health capital and the factors influencing its state in Russia. The author reviews the data of the 1990-s - early 2000-s on life span, mortality and birth rates, the number of sick people and others, describing the poor state of health capital, which caused the need for adoption of the national project “Health" in the Russian Federation. Achievement of the goals of this project, as well as other federal and regional programs, is presented as a condition of innovative development of the territory.
