The status of concession agreements in the housing and communal services sector: legal changes and recent trends

This research article analyzes the development of concession agreements in the housing and communal services sector, their legislative regulation and key problems of practical implementation. The latest amendments to the Federal Law "On Concession Agreements" are being considered, which are aimed at increasing the requirements for concessionaires and delineating responsibility between local and regional levels of government. The main problems of further development of concession agreements in the aspect of the investment component are identified.
