The state of green financing in Russia

The study is aimed at assessing the current state of “green” financing in Russia, determining the directions for its development in the long term. The necessity of increasing the share of “green” investments to finance investment projects is substantiated. It is proposed to focus on the need to form a regulatory framework for “green” financing in the direction of developing a Strategy and Concept for its development, as well as a Law that establishes a mechanism for the implementation of “green” financing, taking into account Russian realities, which makes it possible to make private investments attractive for the implementation of “green” projects , work out a set of mechanisms, including ways to reduce the financial burden on the federal budget and the budgets of the constituent entities of the Russian Federation. The conclusion is made about the expediency of using well-known world practices to increase the investment attractiveness of projects in the field of the “green” economy, about the need to stimulate the introduction of concession agreements, public-private partnerships.
