Improvement of financial control over the activity of the public (municipal) institutions

According to the Russian legislation, powers on financial control over the activity of governmantal, budgetary and autonomous establishments possess a significant amount of public authorities. In article a number of problems which the regional and municipal authorities arising because of gaps of legislative and normative legal acts of federal level in questions of financial control of activity of the state (municipal) institutions face, and also due to the lack of work practice in new conditions is considered. Financial control is very important both for the founder, and for establishments as a main objective of transformations carried out recently in Russia is improvement of quality of providing the state services and overall performance of the state (municipal) institutions. Only competently constructed system of financial control of activity of the state (municipal) institutions will help to succeed, put by the government. The author offered ways of improvement of system of financial control in Russia at the expense of division of powers between executive authorities in questions of financial control of financial and economic activity of the state (municipal) institutions, and quality of carrying out checks from the founder of establishments subordinated to them.
