Improving the institutions of digital transformation in Russia

The article discusses the possibilities of stimulating digital transformation in Russian regions. It is noted that the institutional strategy of digital transformation should include a strategy to promote broadband penetration in all Russian regions to eliminate digital inequality. And to implement this digital transformation strategy, a broadband development plan was developed. The main goal of this plan is to bring the Russian model of e-government into a new era of creating intelligent networks and services using artificial intelligence, big data, the Internet of Things and cloud computing. At the same time, the main attention should be focused on nationwide broadband communications, digitization and rapid updating of national databases, the adoption of appropriate legislation and the introduction of key tools, as well as piloting the concepts of smart cities, cloud computing, big data for innovative growth and job creation using digital technologies.
