Improving the regulatory framework innovative environment agro industrial system

Based on the author’s method of evaluation of factors of innovative environment of economic systems the paper suggests a methodological framework to assess the innovation environment from the point of view of existing in the subject of the Russian Federation factors of its development (normative legal acts in the sphere of innovation, objects of innovation infrastructure, support of innovative activity) using the estimates of the innovators of the Russian Federation. With the developed methodological scheme and verify the reliability of methods of assessment of factors of innovation environment developed by the decision algorithm in order to improve the regulation of the innovative environment of economic systems for the effective use of innovative potential of the territories, which is of a universal nature and can be applied at any level of territorial management. On the basis of the author’s methodology and the results of its application, it became possible to improve the organizational and economic mechanism and develop tools for the development of the innovative environment of the economic system.
