Improvement of the methods for performance evaluation of state programmes in Saint Petersburg

The article is devoted to the actual problem of improvement in the approaches to performance assessment of state programs of Saint Petersburg. The authors review in detail foreign and domestic experience in performance evaluation of performance budgeting program instruments. They systematize approaches to this assessment, formulate the advantages and disadvantages of each of them. The authors recommend to modify the Methodological Recommendations on the Formation and Implementation of State Programs of Saint Petersburg. In addition to this, the authors formulate proposals for developing extended criteria-based assessment tool for performance evaluation of state programs of Saint Petersburg.
