The situation of financial support to municipal units and settlements is viewed. The necessity of formation of their financial and economic viability through redistribution of revenues to the budgets of regions of the Russian Federation and the Federal budget from territories, including subsidized units is based. The direct use of budgets ’ funds of all levels to assist low-income citizens is proposed
