By 2024, the agro-industrial complex of the country is tasked to increase exports by 2.2 times. Import substitution and a sharp increase in exports have become the main goals of agricultural policy in recent years. These trends are reflected in the State program for the development of agriculture and regulation of markets for agricultural products, raw materials and food. Implementation of the task of export growth and import substitution is possible only at the appropriate high rates of development of the industry. The state policy of stimulating agro-industrial exports includes both direct financial mechanisms to support production and exports, and certain efforts related to the creation of a favorable global environment for Russian exporters. Dumping prices for Russian agricultural products have helped to strengthen the industry’s position on world markets, but the fact that the purchase prices for Russian products are below the global average directly affects the interests of Russian farmers...
