Development of new criteria for monitoring of scientific activity on the example of institutions of the EMERCOM of Russia

New approaches and criteria for evaluating scientific activity are proposed based on existing methods - bibliometric and peer review. The provision is derived that the unified criteria for evaluating scientific activity do not work for many scientific institutions that conduct specialized activities. An objective assessment of the effectiveness of their work will allow the combination of evaluation criteria and their distribution by “weights”. An indicator is proposed - a criterion for the significance of scientific activity for comparing the activities of similar organizations.
